Urbanisation has been a subject of debate for many years and today we see a good working relationship between Iwi, NZ Historic Places Trust, land owners, the council, developers and contractors. Each have a critical part to play in the sustainable management of the finite land and resources available.

Kapakapanui defends a set of ground engaging protocols established with agencies including local and regional council and transit NZ.

Designed to ensure the protection of all taonga tuku iho is accurately monitored and effectively processed in accordance with the guidelines adopted. This ensures the excavations carried out by contractors have an Iwi surveillance person onsite especially in areas known as waahi tapu (sites of cultural significance).

Where ko iwi, taonga or midden (traditional waste sites) are recovered, progress is diverted or sometimes halted while identification by tribal leaders, archaeologists and officials ensues. Kapakapanui reports back to Iwi members at each of Runanga hui.
